Not Available ; Agriculture plays a vital role in India's economy. About 56% of the net cultivated area of the net cultivated area of the cultivated area of the country is rain-fed accounting for 44% of food production, where the Monsoons play a critical role. Thus, the varied agro-climatic context of Indian agriculture and its general dependence on monsoon rainfall makes it particularly valnerable to drought. Drought is acknowledged as a phenomenon Characterised by a high degree of complexity and therefore the challenge related to prevention, mitigation and management of drought require careful planning and coordination on the part of the Central and State Governments. It gives me immense pleasure to learn that the Department of Agriculture, Cooperation and Farmers Welfare (DAC&FW) has prepared Drought Management Plan. I am sure that the implementation of the Drought Management Plan by all the stakeholders will go a long way in managing and mitigating drought. ; Not Available

The program is sponsored by USAID representing United States and is being implemented jointly by National Institute of Agricultural Extension Management (MANAGE), ICAR-Central Research Institute for Dryland Agriculture (CRIDA) and Water and Land Management Training and Research Institute (WALAMTARI). The main objective of the program is to address human and institutional capacity gaps in Agriculture and allied sectors to achieve food and nutritional security, in twenty selected African (Botswana, Democratic Republic of Congo, Ghana, Kenya, Liberia, Malawi, Mozambique, Rwanda, Sudan, Tanzania and Uganda) and Asian (Afghanistan, Bangladesh, Vietnam, Cambodia, Lao PDR, Mongolia, Myanmar, Nepal and Sri Lanka) countries. Weather continues to play a dominant role in agricultural production despite many technological advances made besides extreme events like drought, cyclone, hailstorm, unseasonal rain, heat/cold waves etc. Climate Smart Agriculture is nothing but the approach for developing agricultural strategies to secure sustainable food security under climate change. It is an approach that helps to guide actions needed to transform and reorient agricultural systems to effectively support development and ensure food security in a changing climate. CSA aims to tackle three main objectives: sustainably increasing agricultural productivity and incomes; adapting and building resilience to climate change; and reducing and/or removing greenhouse gas emissions, where possible. Therefore, in this training program, the main focus will be to apprise the participants about the current aspects of CSA, especially in the Indian perspectives. This compendium is a compilation of lectures pertaining to agro-climatological applications, real-time contingency plans, on-field soil and water management measures, efficient crops and cropping systems, water harvesting measures, farmers' practices and Indian success stories etc. for practicing Climate Smart Agriculture. The lectures include practical experiences of ICAR-CRIDA, MANAGE and WALAMTARI. We believe that the information provided in this book will be useful for researchers, academicians, extension personnel and policy makers interested in Climate Smart Agriculture. ; Not Available

CRIDA - Newsletter 2 Minimum tillage with crop residue retention on soil surface produced higher crop yields while maintaining better health of rainfed Alfisol The results of 6 year old experiment on conservation Agriculture (CA) in rainfed Alfisol showed that the surface retention of crop residues @ 2-6 t/ha produced 5-13% higher sorghum yield and 28-45% higher cowpea yield as compared to no residue application control. About 56% higher organic carbon (6.80 g/kg) content was recorded with the application of sorghum stover @ 6 t/ha as compared to control (4.36 g/ kg). The increase in available N with the application of 6t and 4t crop residue was to the extent of 19.5 and 28% respectively while significantly higher contents of soil available P (10.67 kg/ha) and K (288.8 kg/ha) were observed with application of sorghum residue @ 4 t/ha. Significantly higher microbial biomass carbon (MBC) and dehydrogenase activity (DHA) were recorded with the application of sorghum stover @ 4 t/ha. Besides reducing the bulk density, the application of residues had a significant influence on the mean weight diameter (MWD) of the soil aggregates. The highest overall soil quality index (SQI: 9.58) was observed with the residue application @ 6 t/ha. A significant positive relationship was observed between SQI and pooled cowpea seed yield (R2 =0.82) and pooled sorghum grain yield (R2 =0.69). This study also clearly indicated that the adoption of minimum tillage in combination with adequate crop residue cover, the soil moisture increased and soil temperature decreased which in-turn made the crops to withstand the mid season dry spells without much adverse effects. Crop residue retention in the field Development of track width & ground clearance enhancing platform and matching Implements for low horse power tractor A reconfigured platform for small horse power tractor with matching weeding and spraying implements was developed. Such new developments will increase effective use of tractor for weeding and spraying operations in crops like maize, castor, red gram, cotton, chilies etc. The developed platform basically consists of three components (i) Front wheel axle (ii) Rear drive wheel axle and (iii) Reworked steering set system for enhanced track width. The prototype high clearance platform fitted mini tractor matching rotary weeder consists of a main frame with hitch mast, gear box housing with power transmission provision, rotor shaft assembly with soil working tools. The developed boom sprayer unit basically consists (i) Base frame to give support / fix various components (ii) Pump with manifold for flow control and pressure regulation (50 lpm & 30kg / cm2 rating) (iii) Boom with height adjustable frame work and (iv) High pressure hose pipes. The pump gets the required power from tractor. The nozzles on the boom were fitted with spacing adjustable provision to use for different types of rainfed crops. The weeding efficiency of rotary machine varied 74 to 82.5.% and 78.5 to 86.8% for castor and pigeon pea, respectively. In case of maize crop, the weeding efficiency observed to be 73.9%, which was low compared to other two crops due to narrow row spacing. The boom sprayer was operated in cotton crop at two growth stages; the first one at flowering stage (75 DAS) and second operation in bolls expansion stage (90 DAS). The operator can steer the tractor comfortably and sprayer worked satisfactorily. The field capacity of the machine ranged from 1.7 - 2.0 ha/hr. The newly developed implements shown significant advantage in monitory terms when compared with traditional practice of bullock operated blade harrow and hand labour spray operation (15 - 20% lower cost). Track width and ground clearance enhanced platform fitted low horse power tractor with matching weeding and spraying implements Research Highlights July - December, 2018 3 Scientific Activities XXVIIth Research Advisory Committee (RAC) meeting The XXVIIth meeting of the Research Advisory Committee of the institute was held during 10-11 November, 2018 under the chairmanship of Dr. Panjab Singh, former Secretary, DARE & Director General, ICAR. Director (Acting), ICAR-CRIDA addressing the staff CRIDA - Newsletter 16 Dr. K Sammi Reddy, Director (Acting), ICAR-CRIDA Small Farm Mechanization is the Key for Successful Adoption of Climate Resilient Technologies by Farmers in Rainfed Areas Over the years, the National Agricultural Research System (NARS) has contributed significantly to development and transfer of technologies for a more viable and sustainable rainfed agriculture. Of late, timely farm operations has become an expensive preposition due to shortage of agricultural labour in rainfed areas. To obtain the proper response from the rainfed crops, small farm mechanization is the key to meet the timeliness of operations in quick session for establishment of crop and enhancing inputs and moisture use efficiency. Realizing the fact, CRIDA and AICRP on dryland agriculture have identified small farm mechanization as one of the prioritized research area and made continuous untiring efforts to develop dryland farm implements. So far, CRIDA has developed nearly 23 dryland farm implements which are being widely adopted by rainfed farmers. More than 3 lakh units of CRIDA BBF Planters have been sold to farmers during the last 5-6 years in states of Maharashtra, Madhya Pradesh, Telangana etc. Since about 85% of the rainfed farmers are small and marginal who can't afford to procure farm implements, rainfed farm mechanization is not happening at desired pace. Therefore, CRIDA under its flagship programmes, NAIP and NICRA has conceptualized the Custom Hiring Centre (CHC) and implemented successfully in 151 climate resilient villages (CRVs) of vulnerable districts under NICRA. Suitable farm implements were identified for each CRV through focused group discussions with the farmers pertaining to their farm operations. To oversee the requirements, service and maintenance aspects of these machines, a village climate risk management committees (VCRMC) have been constituted. This approach has showed many positive results in enhancing the crop productivity in climate resilient village clusters due to timely availability of improved implements at affordable cost for the small and marginal farmers in their own village or nearby village. Not Available ; Plants form the basis of most food chains on the planet. To pass on their genes, plants must find mates, avoid being eaten and compete for resources in an ever-changing environment — all while being rooted to the spot. They have evolved a myriad of strategies to deal with these environmental challenges. Most adaptation strategies are chemical, many involving the production of secondary metabolites, such as alkaloids and steroids, which we, in turn, rely on as the basis of our pharmacological recipe book. Some 100,000 secondary metabolites have been discovered thus far, and technological advances will probably see this number double in the next decade. The environment shapes plants, but plants also influence the environment. They store carbon, fix nitrogen and produce oxygen1 . They shape weather patterns, provide flood defence, purify water, provide food, and offer solace and inspiration. With nearly 7 billion humans affecting the environmental composition of the planet, however, plants are being forced to function under conditions outside their recent evolutionary experience, and it is unclear what the knock-on effects will be. Modelling studies are beginning to unravel the links between our changing environment and ecosystem health, but more research is needed to inform legislation. ; Not Available
Not Available ; Strategies for Doubling Farmers' Income in Rainfed Regions of the Country Rainfed agriculture with nearly 53 per cent of the cultivated area contributes to 40 per cent of country's food production. Nearly 83% of the area under pulses, 85% of the area under coarse cereals, 70% of the area under oilseeds and 42% of the area under rice is rainfed. Rainfed regions are home to about 40% of the human and 60% of the livestock population and the performance of rainfed agriculture is critical to achieve and sustain higher growth in agriculture, enhance incomes and improve livelihoods. The productivity of several rainfed crops is around 1 t/ha and the adoption and diffusion of key rainfed technologies is still low resulting in large yield gaps between research stations and farmers' fields. Decline in the size of the holdings, continuous and unabated land degradation, widespread nutrient deficiencies, increasing climatic variability and climate change poses new challenges in the form of deficit rainfall, droughts and floods impacting the productivity and profitability. Besides, large livestock population inhabiting the rainfed regions require nutrient rich fodder and the demand and supply of fodder is widening. By 2025, the deficits will be to the tune of 65% in case of green fodder and 25% in case of dry fodder. The real incomes of the farmers are declining due to growing labour and input costs. In order to achieve doubling of farmers' income, besides meeting food and nutritional security of the growing population, enhancing the productivity of crops as well as an accelerated growth of livestock, fishery and horticulture sub-sectors will be required in rainfed areas. The short-term strategy would be deployment of location specific proven rainfed technologies depending on the resource endowments for bridging the yield gaps, cropping intensification in medium to high rainfall regions with appropriate water harvesting and efficient use, diversification of agriculture at farm level. Emphasis on strengthening of the farming system and enhancing income from livestock component, focus on market intelligence and dissemination of market information is key for enhancing income at farm. Upscaling of climate resilient integrated farming system modules with diversifying enterprises with high farm income is an essential strategy particularly for small and marginal farmers. The medium term strategy would be on high value crops and commodities including horticulture, protected cultivation of high value crops, value chain development for rainfed crops, capacity building of communities on market intelligence, skill up-gradation towards value addition, cost minimization by way of establishment of farmers producers groups, and risk minimization by way of providing access to water and insurance. For long-term sustainable agriculture, building Dr. K. Sammi Reddy soil organic carbon and promotion of application of organic manures and crop residues with reduced tillage to improve soil health is needed. These strategies have to be implemented in a system mode in association with all the relevant stakeholders so as to establish scalable and evidence based models for doubling of income for various rainfed agro-ecosystems in the country. The action plan need to be implemented in a mission mode pattern by DAC&FW and State line departments by converging with ongoing Central (PMKSY,PMPKVY, MGNREGA, RKVY, PMFBY, etc) and State (eg. Krishi Bhagya program of Karnataka, PantaSanjivani of Andhra Pradesh, PoCRA of Maharashtra, drought management program of Odisha, TSMIP of Telangana etc) programs. This may require adequate fund allocation and manpower. The focus should also be on capacity building/skill development of all relevant stakeholders at various levels. ICAR-CRIDA along with network partners through AICRPDA, AICRPAM, NICRA and SAUs would contribute for implementing the mission mode program through technical backstopping. K. Sammi Reddy Director (Acting), CRIDA CRIDA - Newsletter 2 Research Highlights New Research Initiatives Development of Microbial Consortia for Drought Tolerance in Rainfed Crops Plant beneficial microorganisms have great potential to enhance the drought tolerance and crop productivity. They exhibit variety of plant growth promoting characteristics, which help in modifying the physiological responses to water scarcity and enhances the survival and growth of crop plants. Combination of microbial cultures potentially aid in multiple functions, which are not possible otherwise. Since the constituent individual species perform different functions such as nitrogen fixation, phosphorus solubilization, drought tolerance etc. which gives additive benefit for crop growth and development. At ICARCRIDA, a project entitled 'Development of microbial consortia for drought tolerance in rainfed crops' has been initiated in collaboration with AICRP on Dryland Agriculture to evaluate microbial consortia already developed at CRIDA under different rainfed regions of the country and to identify potential isolates/ consortia of microorganisms if any for drought tolerance and plant growth promotion from native soils. This study would help in characterizing the location specific effective consortia that could be used to improve plant growth and yield under drought stress conditions. District Action Plans for Drought Proofing ICAR-CRIDA has been given the responsibility to develop district action plans for drought proofing for 24 selected districts in 3 states i.e Karnataka (16), Andhra Pradesh (4), Rajasthan (4). The plans being developed in association with participation of district level officials of different line departments including agriculture, horticulture, animal husbandry, irrigation, groundwater and rural development and KVKs and state agriculture universities. A common template has been prepared by ICAR-CRIDA and circulated to all districts to collect the relevant information on all sectors covering climate information, crops, animals, water resources availability and prioritisation basis to identify the crops/horticulture systems/ livestock systems to assess the vulnerability and the possible interventions in terms of water management, watershed activities and crop based interventions for inclusion in developmental programmes. Capacity building workshops were organised for 3 states separately on the template and review meetings are also completed for district level officials. Co-4 fodder in the farmer's field Farmers FIRST Project Farmers FIRST project on "Farmer Centric Natural Resource Development for Socio- Economic Empowerment in Rainfed areas of Southern Telangana Region" being implemented since October, 2016 in Pudur mandal of Vikarabad district of Telangana State in a cluster of four villages namely: Thirumalapur, Rakamcharla, Pudugurthy and Devanoniguda comprising 400 households. Based on PRA and baseline survey information, an action plan and technology package for the area has been implemented. The technology package modules comprised of soil and water conservation, crops and cropping systems, horticulture, livestock, farm mechanization and socio-economic studies. Development of model irrigation system, vegetable nursery raising at farmers level utilizing portrays with cocopeat; seed and shade nets, backyard poultry; mineral supplementation; crop residue management by making total mixed ration and use of chaff cutter; ram lamb technology; fodder technology var.CO- 4 series were some of interventions carried out in the villages in participatory mode. CRIDA - Newsletter 3 Unreaped Yield Potentials of Major Rainfed Crops A Decision Support System (DSS) has been developed which can be hosted online. The DSS accommodates 15 rainfed crops. For a selected crop and district, the DSS identifies model district having agro-climatic features similar to target district and provides potential yield achieved by model district. It further explores the scope for bridging the yield gap with adoption of HYVs and proper nutrient management. Some validation checks were incorporated for nutrient use. Testing is being done for hosting the application on CRIDA server. Yield efficiency of a district was assessed under rainfed conditions by building a composite index. The index was built by combining crop-wise efficiencies (20 crops) using area sown under a crop as weight. There were 60 districts which have potential for doubling of yield under rainfed production system. In India, most of such planning is done at the district level. Considering this, efforts were initiated a few years ago to develop a database of agricultural statistics at the district level and now it is being presented in a user-friendly manner. The database is useful for planning of new development programmes and monitoring the progress made in districts with introduction of developmental programmes/ schemes operated by state and federal governments. The database was designed and built keeping in view of the requirement of scientists engaged in agricultural research, especially those working in socio-economic and policy research and natural resource management in rainfed areas. It will be useful for selecting rainfed regions/ low productivity regions for sample/case studies. The database also aims at meeting information needs of planners and research administrators. We tried to add value to the existing compilations of data in terms of appropriate quality checks and validation. This database also brings together various sources of data for users' convenience and also lists the districts covered under DPAP/ DDP etc. We belive that the planners and researchers will fi nd this information useful. The authors acknowledge with thanks for mutual sharing of data on certain aspects by Dr. P. Parthasarathy Rao, ICRISAT, Hyderabad. Not Available ; The satellite data-based Normalized Difference Vegetation Index (NDVI) was used to assess the state of agriculture and crop vigour on a temporal basis to study agricultural vulnerability to climate change on a regional scale in a semi—arid red and black mixed soil region in Telangana. in the southern part of the Indian peninsula often referred to as the Deccan Plateau extend across 11.48 million hectares (mha) with 6.98 mha under rainfed agriculture. It provides a source of livelihood for 3.3 million farmers with small land holdings and 4.3 million farm labour and their dependants. The annual rainfall ranges from 60041 100 mm, of which 71% is received during the southwest monsoon period. Rainfed agriculture is the major land—use activity and increased climatic variability in recent decades has resulted in frequent losses, forcing governments to find suitable .solutions. In order to understand factors that contribute to increasing agricultural variability in Telengana, and to understand trends in climatic variability and extreme weather events and their impact on agricultural production, time-series AVI-I RR NDVI data products were analysed and corroborated with the Standard Precipitation Index (SP1). The length ofcrop-growing period (LGP) was estimated from NDVI and studied as a Sensitivitv Indicator for agricultural vulnerability, as it indicates crop health and vigour, which determine agricultural yield. The results indicate which crops can be cultivated. which are vulnerable and the possible spatial extent of agricultural vulnerability based on an analysis on a regional scale, viz., the agro-ecological sub—region (AESR) delineated on the basis of agro—climatic parameters. This study belongs to the spatial vulnerability assessment category, and a lack ofbest practices in this field has been addressed using NDVI. SP1 and LGP to test and verify their utility for assessing agricultural vulnerability. A methodology was developed to determine LGP from NDVI. The study's results indicate that the northern and southern parts of Telangana registered a significant increasing trend in LGP, while major centrally located districts cultivating high—value crops like paddy, maize, sugarcane and cotton were vulnerable to reduction in LGP. Implementation of natural resource management interventions in harvesting of rainwater and supplementing irrigation to minimize crop losses would help reduce hardship and improve farmers" adaptive capacity. ; Not Available

Not Available ; Agriculture in India depends heavily on south west monsoon as it contributes 75% of the rainfall. In the last decade, the country witnessed two wide-spread drought years. In 2002, the advancement of monsoon witnessed intermittent delays and the coverage over the entire country could happen only by 15th August. In 2009, despite the early onset of monsoon and its coverage over the entire country by 15th July, the year recorded the lowest mean annual rainfall of less than 700 mm. Any deviation from the normal rainfall pattern seriously affects production of food grains, fodder availability to livestock, supply of raw materials to agro-industries, livelihoods of rural workforce and reduces food grain supplies to the central pool for public distribution. It leads to increase in prices and inflation and finally affects the share of agriculture in GDP. Delays in monsoon or mid-season breaks have been addressed by the Central and State governments by implementing contingency plans, particularly for droughts. On the recommendation of the Consultative Committee of Parliament on Agriculture, Central Research Institute for Dryland Agriculture in 2010 undertook the preparation of country-wide contingency plans at the district level to meet aberrant and extreme weather situations in crop, livestock and fisheries sectors involving several research institutes of ICAR and all the State Agricultural, Horticultural and Veterinary Universities. Over 300 plans have been prepared so far up to Kharif 2012 season which are made available to the Department of Agriculture and Cooperation, Ministry of Agriculture. Another 200 district plans are in the process of preparation. These plans are quite exhaustive containing all information on the district agricultural profile, different farming situations and contingency plans for all possible weather aberrations like droughts, floods, cyclones, unseasonal rains, heat wave and cold wave etc. in agriculture and allied sectors. However, it has been decided to present the operational part of these plans related to drought in a concise manner to help and meet the prevailing aberrant monsoon situation of 2012 in peninsular India. An attempt has been made to suggest alternate crops with appropriate short-duration cultivars suited for delayed monsoon in each vii of the 100 districts and also contingency measures for optimum crop and soil management to alleviate stress in standing crops due to early, mid and terminal drought situations. The authors thank the guidance and encouragement received from Dr S. Ayyappan, Secretary, DARE and Director General, ICAR, and Shri Ashish Bahuguna, Secretary (Agriculture & Cooperation), Department of Agriculture and Cooperation, Ministry of Agriculture. We thankfully acknowledge the contribution and support of all the nodal officers of SAUs in these four states and Director and scientists of NBSS & LUP, Nagpur and Bengaluru for providing district soil maps. It is our earnest desire that these contingency crop plans will be immediately useful to the concerned states in guiding the line departments to help farmers to cope with drought situations. These plans need to be updated periodically by the SAUs with current information and new technology options available from research in their states. ; Not Available
